INAHURAT Seeks Prosecution Of Abuja Land Fraud Suspect Over Duplicate Passport

The Initiative Against Human Rights Abuse and Torture (INAHURAT) has called on the Nigeria Immigration Service (NIS) to prosecute Rebecca Omokamo Godwin-Isaac over allegations that she obtained a duplicate passport while her original travel documents were being held by the court and the Economic and Financial Crimes Commission (EFCC) as part of her bail conditions.

The group also urged the EFCC to seize the second passport, identified as Passport No. B51450551, and present it before the trial court.

Speaking at a press conference in Abuja on Wednesday, the Executive Director of INAHURAT, Barrister Maxwell Okpara raised allegations of land fraud, corporate identity theft, professional misconduct by legal practitioners and attempts to frustrate criminal investigations involving properties in the Federal Capital Territory.

According to him, the passport issue arose from criminal trials involving Godwin-Isaac in Suit Nos. FHC/ABJ/CR/76/2025 and CR/77/2025.

Okpara said the NIS had issued a public statement seeking to absolve itself following public concerns about the issuance of the second passport.

While commending the Minister of Interior, Olubunmi Tunji-Ojo, for directing an internal probe, INAHURAT called on the immigration service to enforce the Immigration Act 2015 by initiating criminal prosecution over alleged false declarations and the procurement of duplicate travel documents under false pretences.

“Unless the NIS takes decisive prosecutorial action, it sends a dangerous signal that any criminal suspect under trial whose passport is seized by courts or the EFCC can simply walk into an NIS office or portal online, declare their passport ‘lost,’ and secure a new document to evade justice,” the group said.

“We demand full administrative accountability and prosecution ahead of the trial resuming this October 2026,” Opara.

INAHURAT further alleged that Godwin-Isaac misled the court about her travel documents while travelling outside the country during her trial.

The organisation called for an investigation into the circumstances surrounding the issuance of the second passport and urged the relevant authorities to take action.

Beyond the passport allegations, INAHURAT accused Godwin-Isaac and her company, Homadil Realty Limited, of involvement in land disputes and alleged fraudulent activities affecting properties in Guzape and Kado districts of Abuja.

The group said public records, police reports, investigations by the Federal Capital Territory Administration (FCTA) and records from the Corporate Affairs Commission (CAC) supported its allegations.

One of the disputes concerns Plot 387 in Guzape District, where INAHURAT alleged that attempts were made to claim ownership through corporate records linked to Mohiba Investments Limited and Loktu Enterprises Limited.

According to him, a police interim report and CAC system audits in 2023 confirmed that the records of Mohiba Investments had been altered, leading to the restoration of the company’s original directors, Alhaji Mohammed Asheik Jidda and Alhaji Azzaki Jidda.

INAHURAT also cited a CAC public disclaimer dated December 2, 2025, which it said confirmed corporate identity theft involving purported variants of Loktu Enterprises Limited.

The group alleged that after the attempt to claim the property through Mohiba Investments collapsed, Godwin-Isaac claimed to have purchased the plot from a person identified as Mohammed of Loktu Enterprises.

In another case involving Plot 282 in Kado District, INAHURAT alleged that the original Certificate of Occupancy belonging to Senator Yisa Braimoh, the lawful attorney to the original allottee, Hon. Mark Olorunfemi, was fraudulently removed from the Abuja Geographic Information Systems (AGIS) vaults and released to Homadil Realty Limited.

The organisation said that despite police interventions, construction continued on the property.

INAHURAT also alleged that the disputes involved attempts to frustrate criminal investigations and force property owners into prolonged civil litigation.

It said fresh petitions detailing alleged cover-ups by security personnel were being sent to the Inspector-General of Police and the EFCC chairman.

The organisation, however, commended what it described as the efforts of some officers of the EFCC and the Nigeria Police Force who had acted against corruption, while condemning alleged misconduct by other security personnel.

The group also announced that property owners had lodged disciplinary petitions with the Legal Practitioners Disciplinary Committee (LPDC) against senior legal practitioners and their associates over alleged professional misconduct.

According to INAHURAT, the petitions concern allegations including the filing of suits based on disputed corporate authority, false affidavits, contradictory court filings and attempts to restrain law enforcement agencies from conducting criminal investigations.

The organisation alleged that one Senior Advocate of Nigeria served as company secretary to Homadil Realty Limited and was involved in legal actions concerning the disputed properties.

It also accused other legal practitioners of submitting contradictory claims of ownership in court and engaging in conduct it described as attempts to obstruct justice.

INAHURAT said the petitions were filed by victims led by 80-year-old Colleen Mero Yesufu and her family, who it said had been involved in the disputes for three years.

The organisation called on the public, civil society groups and the media to support victims of alleged land grabbing, corporate identity theft and manipulation of property titles in Abuja.

It urged people who believed their complaints about land disputes had been suppressed or frustrated by officials to contact the organisation or Opara.
