The Kaduna State Government has urged governing boards of its agencies to provide effective policy direction and oversight without interfering in the day-to-day administration of the institutions.
The Secretary to the State Government, SSG) Dr AbdulKadir Mu’azu Meyere, gave the advice on Monday during the inauguration of the governing boards of four state agencies, stressing the need for a clear separation between the responsibilities of boards and management.
According to him, while boards are responsible for policy direction and oversight, the chief executives and management teams should be allowed to handle the daily administration of their respective institutions.
“A clear understanding of that distinction is the surest guarantee of a harmonious and productive tenure,” Meyere said.
The SSG inaugurated the governing boards of the Kaduna State Schools Quality Assurance Authority, Kaduna State Media Corporation, Kaduna State Scholarship and Loans Board, and Kaduna State Livestock Regulatory Authority.
He urged members of the boards to operate in accordance with due process, the Public Procurement Act and other extant financial regulations of the state.
Mr Meyere also charged them to uphold the highest standards of prudence, transparency and accountability in the management of public resources.
“Avoid any conflict between your personal interest and the interest of the institutions you serve and treat the confidential business of your boards with the discretion it deserves.
“Work in partnership with the chief executives and staff of your agencies and set for yourselves clear and measurable targets against which your performance may be assessed,” he counselled.
The SSG further advised the boards to channel their reports, recommendations and requests through the appropriate government structures to facilitate prompt attention and action.
He assured the boards that the Kaduna State Government would provide the necessary support for them to effectively discharge their responsibilities, adding that his office remained open to them.
Mr Meyere said the mandates of the four governing boards were central to the transformative agenda of Governor Uba Sani’s administration.
He described the Kaduna State Livestock Regulatory Authority as critical to the orderly development of a sector that sustains the livelihoods of a large number of residents and has significant investment potential.
“The Kaduna Media Corporation carries the responsibility of informing, educating and enlightening our citizens, and projecting the true story of Kaduna State,” he said.
According to him, the Schools Quality Assurance Authority and the Scholarship and Loans Board were directly linked to the administration’s priority on human capital development.
The 16-member governing board of the Kaduna State Schools Quality Assurance Authority is chaired by Mr Tanko Kokwain Baji, while the Director-General of the authority serves as secretary.
El-Sa’ad Yakubu Lere is the chairman of the Kaduna State Media Corporation Governing Board.
Other members include Zubairu Balarabe Saminu, Binta Sai’du, Habila Abel Adamu, the Managing Director of the corporation, and the Director of Media and Citizens Engagement in the Ministry of Information.
For the Kaduna State Scholarship and Loans Board, Lawal Usman is the chairman, while the Permanent Secretary in the Ministry of Education serves as vice chairman and the Executive Secretary as secretary.
Other members of the board include Zulai Balarabe Musa, representatives of the Ministries of Finance and Justice, the Director of Administration and Finance in the Ministry of Local Government, the Director of Establishment in the Office of the Head of Service, the Acting Director of Budget at the Planning and Budget Commission, and a representative of Zenith Bank, Mr Polycarp Anjuwa.
