The Nigerian Content Development and Monitoring Board (NCDMB) is set to officially launch the Nigerian Content Trainers’ Registration Certificate (NCTRC) on Monday, July 27, 2026, in a major move to strengthen quality assurance and standardisation in human capacity development across Nigeria’s oil and gas industry.
The certification platform will be hosted on the Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC-JQS) portal, providing a centralised digital system for verifying and rating training service providers.
The NCTRC is designed as a comprehensive verification and certification framework to assess, inspect, and rank training organisations operating within the sector. The initiative implements the 2021 Regulation for Training in the Nigerian Oil and Gas Industry, which mandates the Board to set minimum standards for training facilities, personnel, and technology.
Under the regulation, the Board is also required to conduct routine inspections and verify all training-related information submitted by operators and service providers on the NOGIC-JQS platform.
Developed by NCDMB’s Directorate of Capacity Building, the certification system introduces a transparent, standardised approach to evaluating training providers. Assessments will focus on key parameters including infrastructure, faculty quality, equipment, accreditations, operational capability, and track record.
The certification spans eleven specialised Areas of Training Specialisation (ATS), covering critical segments such as Health, Safety and Environment; Engineering and Quality Assurance; Petroleum and Geosciences; Drilling and Production Operations; Facilities Design; Project Management; Supply Chain; Asset Maintenance; ICT; Entrepreneurship and Business Skills; and Maritime and Offshore Logistics.
Training providers seeking certification will undergo rigorous evaluation and will be classified into five categories based on capacity and performance. Successful certifications will be valid for two years.
According to the Board, the introduction of the NCTRC is expected to boost confidence in training providers by ensuring that only organisations with verified technical capacity and infrastructure are authorised to deliver industry training.
Applicants will be required to submit verifiable documentation covering facilities, instructors, equipment, accreditations, and previous training experience. The Board will carry out both documentary reviews and physical or virtual inspections before granting approval.
The NCDMB emphasised that the entire certification process is free of charge and warned against the use of consultants or intermediaries, in line with the Presidential Directive on Local Content Compliance.
All applications must be submitted directly through registered company accounts on the NOGIC-JQS portal.
The Board also cautioned that submission of falsified documents constitutes a criminal offence and may attract sanctions, including certificate revocation and prosecution under relevant Nigerian laws.
Industry stakeholders are encouraged to review the NCTRC Application Guidance Notes and begin submissions from the official launch date.
