The Nigeria Customs Service (NCS) has announced a new De Minimis policy allowing duty-free clearance for imported goods valued at $300 or less, effective Monday, 8th September 2025. The measure, approved by the NCS Board during its 63rd meeting on 2nd September, chaired by Finance Minister Wale Edun, covers low-value consignments, e-commerce shipments, and passenger baggage.
Speaking on Sunday, NCS spokesperson Abdullahi Maiwada explained that the decision aligns Nigeria with international standards, including the World Trade Organisation Trade Facilitation Agreement and the World Customs Organisation Revised Kyoto Convention. Each individual may benefit from the exemption for up to four importations per year, provided the goods are not prohibited or restricted.
Maiwada stated, “After a comprehensive review of similar practices across continents, the Board approved $300 as Nigeria’s official De Minimis threshold. This exemption will apply to low-value imports, e-commerce consignments, and passenger baggage.” The policy promises instant clearance for qualifying goods without requiring additional paperwork post-release.
However, Maiwada warned of strict penalties for noncompliance, including forfeiture, arrest, and other sanctions under the NCS Act, 2023, for anyone attempting to manipulate invoices or split larger orders to avoid duties. Dedicated helpdesks will be set up to guide users and address complaints.
The NCS also used the board meeting to address disciplinary matters, demoting two officers and reinstating two others after incidents of misconduct. All personnel were warned against unethical behavior, including abuse of banned substances.
Officials said the De Minimis policy will boost online shopping, reduce delays at ports and airports, and enhance Nigeria’s status as a regional trade hub, while maintaining strict adherence to legal and ethical standards.
