Nigeria Moves to End Fragmented Interventions, Pushes Unified Ecosystem for Rural Electrification and Agriculture

Nigeria is shifting away from isolated, agency-driven projects toward a coordinated national ecosystem designed to maximize impact, efficiency, and sustainability in rural electrification and agricultural development.

Speaking at a high-level stakeholders’ engagement, officials emphasized that the goal is not to launch new standalone projects, but to build a collaborative framework where institutions align from the design stage through implementation and long-term sustainability.

The current approach, where agencies such as the Bank of Agriculture, Rural Electrification Agency, commodity exchanges, and other sector players independently design and execute projects, has been described as inefficient and suboptimal in the use of public funds. While such projects may achieve limited success individually, the lack of coordination often leads to duplication, weak integration, and reduced long-term impact.

Stakeholders highlighted that Nigeria’s rural economy, though vast, is highly fragmented. Smallholder farmers, processors, and cooperatives across the country may appear insignificant individually, but collectively form the backbone of the nation’s food security system. The challenge, therefore, is not scale, but coordination.

The new direction focuses on aggregation—connecting dispersed agricultural outputs and linking them with energy access, financing, and market systems to create a unified, reliable national value chain.

The Rural Electrification Agency showcased its previous interventions, including projects funded by the African Development Bank and programs such as the Energizing Agriculture Initiative and the Africa Mini-Grid Programme. These efforts demonstrated measurable success but also revealed critical gaps due to limited inter-agency collaboration.

A notable example cited was a solar hybrid mini-grid deployed in a rural rice-producing community in Jos. The intervention revived two processing facilities and reduced production costs by over 60 percent. However, officials noted that broader impact could have been achieved if financing institutions, market linkages, and regulatory bodies had been integrated from the outset.

The new strategy seeks to address these gaps by involving key stakeholders—including financial institutions, regulators, and private sector players—early in the project design phase. This would ensure that farmers have access to credit, guaranteed markets, and technical support alongside energy infrastructure.

Under the federally approved Distributed Access through Renewable Energy Scale-up (DARES) programme, described as one of the largest publicly funded renewable energy access initiatives globally, the government plans to embed this ecosystem approach into future interventions.

The initiative will prioritize productive use of energy in agricultural clusters, while ensuring that financing, infrastructure, and market systems are developed simultaneously rather than sequentially.

Participants at the workshop were urged to commit not only to the current engagement but to a series of follow-up sessions that will address financing models, technology standards, deployment strategies, and performance frameworks.

The engagement also acknowledged the continued support of Economic Community of West African States, whose collaboration has been instrumental in advancing rural electrification efforts in Nigeria through multiple joint programmes.

Organizers stressed that the ultimate objective is to build a resilient system that outlives individual projects—one that aligns institutional strengths, addresses systemic weaknesses, and delivers sustained impact across Nigeria’s rural communities.
