Echoes of leadership will sound in faraway London, United Kingdom, this week as global leaders converge on London for one of the most influential climate gatherings in the world, otherwise known as the London Climate Action Week (LCAW). The highlight of the event is not only the first ever Nigeria Climate Investment Summit (NCIS), but also the historical ascension of one of Nigeria’s impactful lawmakers and climate advocates to the pinnacle of global leadership in climate action.
Experts in leadership studies hold that little gestures that impact on a person define influence. As such they conclude that leadership is all about influence, which revolves around impact. Flowing from that therefore, it could be said that the true measure of leadership does not consist of the office one holds, but the impact one leaves behind.
So, from tomorrow delegates, who have been arriving from more than 36 countries since June 20, will rouse the entire city of London and the international community with activities of the eighth edition of the London Climate Action Week (LCAW), widely regarded as the world’s largest and most diverse climate action festival outside the annual United Nations Climate Change Conference.
The event brings together heads of government, lawmakers, investors, development partners, scientists, business leaders and civil society actors committed to shaping the future of climate action.
Nigeria will be the centre of attraction in the week-long event, because among the prominent figures attending this year’s gathering is Rt. Hon. Sir Sam Onuigbo, FCIS, FNIM, KJW. Onuigbo’s journey to the top of international concourse did not come as a sudden leap, but a painstaking and intentional determination to bring change to his immediate community.
His exasperation about the silent changes in his immediate community of Obuohia Obi -ibere in Ikwuano Local Government Area of Abia State, including disappearance of rivers and rivulets, informed his drive to ensure that Nigeria got its signature legislation to underpin proactive actions on Climate Change.
It is therefore not surprising that Onuigbo’s remarkable flight from grassroots community development to global climate diplomacy has earned him recognition as one of Africa’s leading voices on climate governance.
For instance, on June 24, 2026, Onuigbo will address lawmakers and climate leaders at GLOBE Legislators’ 35th Anniversary Reception inside the United Kingdom Parliament. Shortly afterwards, he will be formally inducted as President of GLOBE Legislators, the international network of parliamentarians dedicated to advancing sustainable development and climate-responsive legislation.
For many observers, the moment represents not merely a personal milestone, but also a significant recognition of Nigeria’s growing influence in global climate governance. Of course, long before he entered politics, Onuigbo had established a reputation for leadership and public service.
His professional career began at the United States Embassy (now Consulate General) in Lagos, where he served with distinction and earned the confidence of both colleagues and management. Between 1992 and 1996, he was elected for two consecutive terms as President of the Foreign Service National Advisory Committee, representing the interests of local staff and demonstrating an early aptitude for consensus building and advocacy
He also served as Supervisory Fraud Prevention Specialist, a role that demanded integrity, diligence and exceptional attention to detail. Yet, even while building a successful professional career, his commitment remained firmly rooted in community development.
“Unlike many public figures whose developmental initiatives begin after electoral victory, Onuigbo’s record of community service predates his entry into partisan politics. Recognising the educational challenges facing children in his community, he facilitated United States support for the construction of additional classroom blocks at Community Primary School, Obuohia Obi-Ibere, his alma mater in Ikwuano Local Government Area of Abia State.
His intervention helped to expand access to quality learning facilities and demonstrated an enduring commitment to education as a tool for social transformation. Yet, determined to do more, he established Ambassador’s College, Obuohia Obi-ibere, a public secondary school created to address the plight of students who previously travelled long distances daily to neighbouring communities in search of secondary education.
The initiative brought educational opportunities closer to hundreds of young people and remains one of his most enduring contributions to community development. Through his achievements in community service and administration, his immediate community soon attracted wider recognition.
Apart from serving as Special Adviser on Public Affairs to the Speaker of the House of Representatives during Nigeria’s Sixth National Assembly, where he gained valuable experience in legislative administration and public policy, the community leader also devoted his time in human capacity building.
He later joined the Abia State Executive Council, serving as Commissioner for Lands and Survey from 2011 to 2012 and subsequently as Commissioner for Finance between 2012 and 2013.
These positions provided him with practical experience in governance, fiscal management and policy implementation, laying the foundation for his eventual transition to elective office.
By 2015, the people of Ikwuano, Umuahi North and Umuahia South elected Onuigbo to represent their Federal Constituency in the House of Representatives. Within two terms spanning eight years, he distinguished himself as one of Nigeria’s foremost advocates for environmental sustainability and climate-responsive governance.
As Chairman of the House Committee on Climate Change, he played a central role in promoting legislative responses to one of the most pressing challenges of the 21st century: Environmental sustainability and Climate Change mitigation. That defining realization culminated in his sponsorship of the Climate Change Act in 2021, a landmark legislation that established Nigeria’s first comprehensive legal framework for climate governance.
The Act, which established the National Council on Climate Change (NCCC), also created institutional mechanisms for emissions reduction, climate accountability and long-term sustainable development planning, placing Nigeria among nations with dedicated climate legislation. The achievement earned him widespread recognition at home and abroad and cemented his reputation as the “Father of Nigeria’s Climate Change.”
Onuigbo’s influence extended beyond the chambers of the National Assembly. Through GLOBE Legislators, he emerged as one of Africa’s most prominent climate advocates, helping to connect African lawmakers with global policy conversations on environmental sustainability and development.
From serving as Vice-President of GLOBE Nigeria, he has risen to become President of the national chapter and subsequently Head of Africa for GLOBE Legislators International, even as he additionally serves as Senior Adviser to the Climate Parliament. From that vantage position, he continues to promote climate-friendly legislations and energy transition initiatives across the continent.
There is no gainsaying the fact that these roles helped to position him as a respected bridge between Africa’s development priorities and the global climate agenda. Interestingly, since its launch in 2019, London Climate Action Week has evolved into a major fixture on the international climate calendar.
The event is usually held shortly before the annual United Nations climate negotiations, and provides a platform for governments, investors, businesses and civil society organisations to accelerate climate solutions and forge strategic partnerships.
This year’s edition is expected to feature more than 1,000 events across London, hosted at iconic venues, including the UK Parliament, Buckingham Palace, Kew Gardens, Guildhall, Mansion House and the Globe Theatre.
Discussions will focus on climate cooperation, investment in net-zero economies, resilience building, nature restoration and broader societal engagement in climate action. Against this backdrop, Onuigbo’s emergence as President of GLOBE Legislators carries particular significance.
For instance, the inaugural Nigeria Climate Investment Summit, which is a major highlight of this year’s programme, has been designed to showcase Nigeria’s climate policy framework and attract global investment into green development opportunities.
The summit will focus on Nigeria’s carbon market framework, renewable energy opportunities, sustainable infrastructure, green industrialisation and climate finance mechanisms. Government officials, lawmakers, development finance institutions, international investors, regulators and climate experts constitute the major participants.
Then, as Convener, and a key driver of the initiative, Onuigbo is expected to play a pivotal role in presenting Nigeria as an emerging destination for climate investment and sustainable economic growth.Invariably, Onuigbo’s assumption of office comes at a critical period in global climate governance, because the challenges confronting nations today require stronger cooperation among governments, legislators, investors and communities.
